This vintage G1 is Tootsie, she's a green that was released in  of the My Little Pony line. Her hair is blue and she has blue eyes. Her symbol is five pink lollipops. 

Tootsie has some marks on the symbol on her non display side as well as some black marks on her face and a pen mark on her non display side ear, all shown in the photos. There are also some stray marks here and there on her body. Her hair is smooth and silky.

The bottom of her foot is marked "84 Hasbro."
